Daily Kos: Teachers' Lounge: You want to go to grad school?

First off, I loved graduate school, but not everyone is like me. ?Some of my students think grad school is a way of extending undergrad experiences. ?I have sat down with students several times to tell them I don't think they are good fits for an academic grad program (sometimes these are people who are good fits for professional programs, as they are ones who are interested in the utility of their studies, and want to have a job coming out of it -- I teach art history, and these students are sometimes the ones who should go into museum education or arts administration programs -- using their knowledge and learning how to apply it in a clear way along with apprenticeships/internships built into the program). ?Sometimes I think they might be but their undergraduate grades are not high enough for easy admission. ?In this case, I advise them to get some other experience (other than school) under their belts. ?Someone who has either worked at or volunteered at (in a substantial way) a museum or an arts organization has characteristics and a track record that makes her or him stand out when applying to graduate school, and getting a letter of recommendation from someone other than a professor who can speak to responsibility, reliability, drive, and interest can help a great deal to offset academic concerns. ?

That being said, undergraduate grades can at times be a predictor for graduate performance. ?These grades (particularly in the major) indicate knowledge in the field, dedication to research and writing components required in a discipline, time management abilities, and wiilingness to push through in the hoop-jumping that is a clear part of graduate school as in any job. ?And a letter from a professor who has had you in multiple classes is a good component of your application portfolio.

I write letters for anywhere between three and ten students a year. ?And I am lucky that there aren't more. ?I can thus talk about individual characteristics of a student. ?I don't have a generic letter -- each student gets a base letter that is specific to the skills and desires and strengths and concerns I have for him or her. ?If those concerns are so great that they prevent me from writing a strong letter, I will not agree to write one. ?I have only once told a student after having written several letters that I would not write another one -- that was someone who seemed to suddenly find it difficult to complete assignments in a timely manner (as far as I could tell this was a response to stress, and that is a problem in grad school -- you have to be able to handle adversity and stress that is potentially beyond anything you experience in undergrad). ?There was nothing I was able to find out by asking what was causing it (everything was fine, I was told) -- so I had to respond to what was in front of me.

So if I say I will write one, I will write a good one. ?I will be positive but honest. ?If you have a B average in my classes, I will not say you are the top student I have ever taught. ?It is my word and my university's reputation on the line; if I misrepresent you, it is every student who applies to that university in the future that my recommendation affects. ?I will, however, talk about specific details (papers, projects, interaction with other students, internships, research experiences) that make you particularly desirable as a graduate student in that program. ?

To help me do this, I ask for at least one month's warning for any letter, and preferably a listing of all the graduate schools to which you are applying, organized by deadline, and a brief description of why you want to apply to a specific school, what program you are applying to, and information about a link or a method of submission of the letter. ?I strongly prefer an on-line submission, and if necessary I will send a hard-copy one. ?I will almost never agree to give you a copy of the letter to send yourself. ?This is because I did that for students early on in my teaching, and one decided not to apply to one of the universities but did need a letter for a different one, and she told me about that by taking the letter out of the (sealed, signed across the seal) envelope, and attaching the open letter to my bulletin board along with a note saying "in case you forgot what you wrote, this will help you write me a letter to X university". ?It was a confidential letter (positive, but confidential), and I was furious. ?I wrote the letter, but since then have been really hesitant about handing a sealed letter to a student.

If the letters are to be submitted online, you need to get your application submitted a bit before the deadline because the online submission for letters of recommendation will often not be available to me until after your application is complete. ?And there will often be technical difficulties. ?This fall I did not get a letter submitted by the deadline because of this; I hope it is not held against the student. ?She was annoyed with me (or at least that is the way I read her last email, and she never let me know that the application was complete or anything about how it had been received, and she did not ask for any other letters of recommendation). ?I am sorry for the difficulty, but I didn't see it as my fault (nor was it hers), and I hope I do hear back from her eventually.

If I ask for a copy of your personal statement it means I want to see your personal statement. ?It may be because you are applying to do something that is not a clear outgrowth of your undergraduate work, or it may be because I want to be able to write a letter that supports you in a way that builds off your stated interests. ?What it doesn't mean is that you should send me a copy of your statement a month after the first letter deadlines. ?The letters I have written by that point are of necessity going to be a bit more generic. ?

As letters are written individually, the chance is that if you blow off the semester (usually the first semester senior year) it may be reflected in letters I write for you. ?As you ignore deadlines, stop coming to class, and don't come to meetings that are scheduled, these things reflect on you and may lead me to adjust my evaluation in such categories as "maturity" or "dedication to the field" -- if you show me that you are mature and dedicated to the field, chances are those ratings will be high; if you lead me to question such things, the ratings are almost certain to go down. ?Sometimes there are extenuating circumstances (health or yourself and your family, financial issues, etc.) but I can only evaluate what is before me, and that is what I base my recommendations on. ?

Finally, I would like some acknowledgement of my writing the letters. ?Thank you notes are nice, but not necessary. ?What is really necessary, however, is an indication of where you got in (or didn't) and what, if any, financial/scholarship/assistantship offers were made. ?It helps me to know where you go and why. ?If you decide to not take any graduate school place, even though you have been admitted, I do need to know that, and why you made that decision. ?If I have written 10-15 letters for you and you don't go to any grad school, then you come back to me the next year with a request for more letters, I need to know what is going on. ?That you have decided one year not to go to grad school is fine, and it doesn't prevent me from writing letters. ?But if you can't tell me a reason, it comes across as rather mercurial. ?It may not be, but again, I can only evaluate you by the information that is in front of me. ?And that evaluation is what grad schools are asking me to do in my letters of recommendation.

Oh, and one final final thing. ?If you choose to complain in a letter to the university (such as to the dean, or in the equivalent of an exit interview) how the class you took with me was the worst experience you had as a university student, do not expect that I will not hear about it, or remember it three years later when you want a letter of recommendation to a graduate program. ?And yes, that has happened. ?I chose not to write a letter or recommendation for this student, who had only had the one class with me. ?I said I did not remember her well enough to write that letter of recommendation. ?I figured it was much better for both of us to leave it at that. ?In other words, I was lying. ?I do that, sometimes. ?But I don't do it in letters of recommendation; in those I stand behind what I write.

Thousands march against gun violence in Washington

WASHINGTON (Reuters) - Thousands of marchers rallied in Washington in favor of gun control on Saturday, including residents of Newtown, Connecticut, where a mass elementary school shooting reignited the U.S. gun violence debate.

Speakers - including Education Secretary Arne Duncan, lawmakers and actors - urged the protesters carrying such signs as "What Would Jesus Pack?" to lobby Congress and state legislators to back gun control measures.

Duncan, who said one student had died from guns every two weeks while he was chief executive of Chicago's public schools, denied that gun control was about limiting firearm rights guaranteed by the U.S. Constitution. Murders in that city last year rose to the highest level since 2008, according to police.

"This is about gun responsibility. This is about gun safety. This is about fewer dead Americans, fewer dead children, fewer children living in fear," Duncan said.

Organizers backed President Barack Obama's call for a ban on military-style assault weapons and high-capacity ammunition magazines and background checks for all gun sales. They also urged safety training for all buyers of firearms.

Marchers stretched for several blocks along Constitution Avenue as they approached the rally site in the shadow of the Washington Monument.

Participants included politicians from Maryland and the District of Columbia, including Washington Mayor Vincent Gray, as well as actress Kathleen Turner and Marian Wright Edelman, founder of the Children's Defense Fund.

90-MINUTE RALLY

The protest came a week after gun rights supporters held rallies across the United States to oppose firearms control.

The 90-minute rally was organized by Molly Smith, artistic director of Washington's Arena Stage, and her partner, and co-sponsored by One Million Moms for Gun Control, an advocacy group.

One Million Moms organized similar events on Saturday in about a dozen cities, including San Francisco and Austin, Texas.

About 100 residents of Newtown and surrounding areas attended the rally and march down Constitution Avenue. A gunman killed 20 first-graders and six adults on December 14 at Sandy Hook Elementary School in Newtown, and numerous speakers and marchers said that rampage had spurred them to act.

"It's difficult to get laws changed when politicians are bought out, but we have to start somewhere," said Amy Journo, 38, an occupational therapist whose two sons, ages 5 and 7, attended Sandy Hook.

"I want to ensure that they (children) are safer, not just my children but all across the United States," Journo said.

A spokesman for the U.S. Capitol Police declined to give an estimate of crowd size, citing department policy.

Obama's proposals, the most significant attempt at gun-control in decades, face an uphill battle in Congress. The proposals are strongly opposed by gun advocates, such as the powerful National Rifle Association.

The lobbying group has said that current laws need better enforcement, issues of mental health should be addressed and that tighter laws could not have prevented Newtown.

About 11,100 Americans died in gun-related killings in 2011, according to preliminary data from the U.S. Centers for Disease Control and Prevention. There were 19,766 suicides by firearms in 2011, the CDC said.

S&P 500 closes above 1,500 for 1st time in 5 years

The S&P 500 index on Friday closed above the 1,500 level for the first time in more than five years as strong U.S. earnings reports from Procter & Gamble and others helped the benchmark extend its rally to eight days.?

The Dow Jones industrial average was up 70.50 points, or 0.51 percent, at 13,895.83. The Standard & Poor's 500 Index was up 8.11 points, or 0.54 percent, at 1,502.93. The Nasdaq Composite Index was up 19.33 points, or 0.62 percent, at 3,149.71.?

For the week, the Dow rose 1.8 percent, the S&P climbed 1.1 percent and the Nasdaq rose 0.5 percent. It was the fourth straight week of gains for all three indexes.?

Data showed sales of new U.S. single-family homes fell in December but rose in 2012 to the highest level since 2009, a sign the troubled U.S. housing market has turned a corner.?

"Economic data in the U.S. has been trending higher, albeit modestly. Things are incrementally better," said Quincy Krosby, market strategist at Prudential Financial in Newark, New Jersey.?

"The market was able to move forward despite deterioration in Apple and that's also a positive."?

Apple shares dropped 1.2 percent to $444.99, and the iPhone maker was swapping places as the most valuable U.S. company with ExxonMobil Corp through the afternoon.?

Adding to the bullish tone, German business morale improved for a third consecutive month in January to its highest in more than six months. In addition, European banks said they will repay the European Central Bank much more than expected of the loans the bank gave them during the crisis.?

"Good news in credit markets helps set the stage for (more investment in) riskier assets," Krosby said.?

Procter & Gamble shares rose 3.6 percent to $72.99 after the world's top household products maker's quarterly profit soared past expectations. The company also raised its sales and earnings outlook for the fiscal year.?

The benchmark S&P 500 index is up more than 5 percent so far in January. The equity market's strong start this year has been attributed to solid corporate results, an agreement in Washington to extend the government's borrowing power, encouraging signs from the global economy and seasonal inflows into stocks.?

Helping to lift the Nasdaq Composite, Starbucks , rose 4.5 percent to $57.01 after the coffee retailer reported stronger-than-expected sales in the United States and Asia.?

Thomson Reuters data through Friday showed that of the 147 S&P 500 companies that have reported earnings, 68 percent exceeded expectations. Since 1994, 62 percent of companies have topped expectations, while the average over the past four quarters stands at 65 percent.?

Halliburton Co shares jumped 5 percent to $39.69 after the world's second-largest oilfield services company reported higher-than-expected earnings and sales for the fourth quarter.?

Attackers blow up main oil pipeline in Yemen: officials

SANAA (Reuters) - Unidentified attackers blew up Yemen's main oil pipeline, forcing the country to shut down one of its most lucrative sources of income, government and tribal sources said on Saturday.

Yemen's oil and gas pipelines have been repeatedly sabotaged by insurgents and tribesmen since anti-government protests created a power vacuum in 2011, causing fuel shortages and slashing export earnings for the impoverished country.

Witnesses said the pipeline linking production fields in the central Maarib province to the Red Sea was attacked on Friday night.

"We heard a blast in the Sirwah area followed by flames rising from the pipeline," one tribal witness told Reuters.

Yemen's stability is a priority for the United States and its Gulf Arab allies because of the country's strategic position next to top oil exporter Saudi Arabia and shipping lanes, and because is home to one of al Qaeda's most active wings.

A government source said production was halted after a device placed under the pipeline exploded.

"The army is on the trail of the saboteurs and technical teams will immediately start repairing the damage," the source said.

A long closure of the line last year forced the country's largest refinery at Aden to shut, leaving the small producer dependent on fuel donations from Saudi Arabia and imports.

On December 31, Yemen resumed oil pumping at a rate of around 70,000 barrels per day (bpd) after the latest repairs to a pipeline which used to carry around 110,000 bpd of Marib light crude to an export terminal on the Red Sea before a spate of attacks began in 2011.

Xerox fourth-quarter profit tops Street view, shares up

(Reuters) - Xerox Corp reported quarterly earnings slightly above expectations on Thursday and reiterated its full-year targets as it restructures parts of its business.

Fourth-quarter revenue was flat at $5.9 billion and earnings per share, excluding items, were 30 cents. Analysts looked for $5.88 billion in revenue and EPS of 29 cent.

Xerox stock gained 2.2 percent to $7.75 in early trading.

For the first three month of 2013, Xerox expects earnings to be in a range of 23 cents to 25 cents per share. Analysts looked for 24 cents in the first quarter, according to Thomson Reuters I/B/E/S.

The company reiterated its full-year EPS target of $1.09 to $1.15 and forecast operating cash flow of $2.1 billion to $2.4 billion.

Some analysts called the outlook conservative.

Shannon Cross at Cross Research said the guidance "is likely conservative, given tailwinds from currency, significant product refreshes in technology, restructuring and easier comparisons."

She added that she anticipated the company would return cash to shareholders through a dividend, share repurchase and service-oriented acquisitions.

The Norwalk, Connecticut-based company said in November it was taking a $100 million restructuring charge as a result of a tougher economy and tighter corporate budgets.

Most of the restructuring focus is on the services segment, which handles anything from helping to manage toll systems to healthcare programs.

Xerox, which has its roots in the copier and printer business, said quarterly revenue from its services business was up 7 percent thanks to recurring contracts.

It now generates more than half of its revenue from its services businesses after its acquisition of Affiliated Computer Services Inc for $5.5 billion in 2009.

But new contract signings in the services segment declined 25 percent to $2.9 billion in last 12 months. Xerox said the drop was due to a decrease in very large deals and shorter contract lengths.

Still, it said the pipeline of future deals was strong with 6 percent year-on-year growth.

Revenue from the document technology business, which includes document systems, supplies, technical services and financing of products, was down 8 percent due to difficult economic and market conditions, Xerox said.

The company said it expected to feel the impact of a continued weak economic environment this year as well, but was optimistic that equipment sales would improve due to a refreshed line of products.

PITTSBURGHWhen writing or speaking, good grammar helps people make themselves be understood. But when used to concoct a long computer password, grammar good or bad provides crucial hints that can help someone crack that password, researchers at Carnegie Mellon University have demonstrated.

A team led by Ashwini Rao, a software engineering Ph.D. student in the Institute for Software Research, developed a password-cracking algorithm that took into account grammar and tested it against 1,434 passwords containing 16 or more characters. The grammar-aware cracker surpassed other state-of-the-art password crackers when passwords had grammatical structures, with 10 percent of the dataset cracked exclusively by the team's algorithm.

"We should not blindly rely on the number of words or characters in a password as a measure of its security," Rao concluded. She will present the findings on Feb. 20 at the Association for Computing Machinery's Conference on Data and Application Security and Privacy (CODASPY 2013) in San Antonio, Texas.

Basing a password on a phrase or short sentence makes it easier for a user to remember, but the grammatical structure dramatically narrows the possible combinations and sequences of words, she noted.

Likewise, grammar, whether good or bad, necessitates using different parts of speech nouns, verbs, adjectives, pronouns that also can undermine security. That's because pronouns are far fewer in number than verbs, verbs fewer than adjectives and adjectives fewer than nouns. So a password composed of "pronoun-verb-adjective-noun," such as "Shehave3cats" is inherently easier to decode than "Andyhave3cats," which follows "noun-verb-adjective-noun." A password that incorporated more nouns would be even more secure.

"I've seen password policies that say, 'Use five words,'" Rao said. "Well, if four of those words are pronouns, they don't add much security."

For instance, the team found that the five-word passphrase "Th3r3 can only b3 #1!" was easier to guess than the three-word passphrase "Hammered asinine requirements." Neither the number of words nor the number of characters determined password strength when grammar was involved. The researchers calculated that "My passw0rd is $uper str0ng!" is 100 times stronger as a passphrase than "Superman is $uper str0ng!," which in turn is 10,000 times stronger than "Th3r3 can only b3 #1!"

The research was an outgrowth of a class project for a masters-level course at CMU, Rao said. She and Gananand Kini, a fellow CMU graduate student, and Birendra Jha, a Ph.D. student at MIT, built their password cracker by building a dictionary for each part of speech and identifying a set of grammatical sequences, such as "determiner-adjective-noun" and "noun-verb-adjective-adverb," that might be used to generate passphrases.

Belkin to buy Linksys router maker from Cisco

(AP) ? Belkin, a maker of smartphone cases and computing accessories, said Thursday that it is buying the home networking business unit of Cisco, including the Linksys router brand.

Privately held Belkin, based in Playa Vista, Calif., did not disclose the purchase price, nor did Cisco Systems Inc.

Belkin intends to maintain the Linksys brand, as well as honor warranties on current and future Linksys products. The company said that after the acquisition, it will account for about 30 percent of the U.S. retail home and small-business networking market.

The transaction is expected to close in March.

Cisco shares fell 5 cents in after-hours trading to $20.97 following the announcement, after closing up 40 cents, or 1.9 percent, at $21.02 in the regular session.

iON introduces Speed Pro action camera for motor and marine sports (video)


Meanwhile, back at the Consumer Electronics Show, iON camera announced its new Speed Pro camera that it says is specifically tailored to high-speed motor and marine sports. Retailing for $299, the Speed Pro offers up to a 170-degree viewing angle and mounts to affix it to cars, motorcycles and boats and other vehicles. Recording at 1080p the field-of-view drops to 127 degrees and the only frame rate option is 30 frames per second. At 960p and 30 fps you get the full 170 degrees, at 720p you can choose 30 fps or 60 fps for its 150-degree field-of-view. Still photos are captured at 5MP and remote control of the camera requires the purchase of the $99 Wi-Fi PODZ.

Alongside the Speed Pro, iOn also announced the $249 Air Pro 2 with an upgraded 14-megapixel sensor and 180-degree lens, and the $349 GPS-equipped iON Adventure with its lens on the side of the body, dual SD card recording and a motion-detecting sensor designed for adventure-seekers that move a little more slowly.

    Video: Molecular machine could hold key to more efficient manufacturing

    An industrial revolution on a minute scale is taking place in laboratories at The University of Manchester with the development of a highly complex machine that mimics how molecules are made in nature.

    The artificial molecular machine developed by Professor David Leigh FRS and his team in the School of Chemistry is the most advanced molecular machine of its type in the world. Its development has been published in the journal Science.

    Professor Leigh explains: "The development of this machine which uses molecules to make molecules in a synthetic process is similar to the robotic assembly line in car plants. Such machines could ultimately lead to the process of making molecules becoming much more efficient and cost effective. This will benefit all sorts of manufacturing areas as many manmade products begin at a molecular level. For example, we're currently modifying our machine to make drugs such as penicillin."

    The machine is just a few nanometres long (a few millionths of a millimetre) and can only be seen using special instruments. Its creation was inspired by natural complex molecular factories where information from DNA is used to programme the linking of molecular building blocks in the correct order. The most extraordinary of these factories is the ribosome, a massive molecular machine found in all living cells.

    Professor Leigh's machine is based on the ribosome. It features a functionalized nanometre-sized ring that moves along a molecular track, picking up building blocks located on the path and connecting them together in a specific order to synthesize the desired new molecule.

    First the ring is threaded onto a molecular strand using copper ions to direct the assembly process. Then a "reactive arm" is attached to the rest of the machine and it starts to operate. The ring moves up and down the strand until its path is blocked by a bulky group. The reactive arm then detaches the obstruction from the track and passes it to another site on the machine, regenerating the active site on the arm. The ring is then free to move further along the strand until its path is obstructed by the next building block. This, in turn, is removed and passed to the elongation site on the ring, thus building up a new molecular structure on the ring. Once all the building blocks are removed from the track, the ring de-threads and the synthesis is over.


    Professor Leigh?s molecular machine is based on the ribosome.     Professor Leigh says the current prototype is still far from being as efficient as the ribosome: "The ribosome can put together 20 building blocks a second until up to 150 are linked. So far we have only used our machine to link together 4 blocks and it takes 12 hours to connect each block. But you can massively parallel the assembly process: We are already using a million million million (1018) of these machines working in parallel in the laboratory to build molecules."

    Professor Leigh continues: "The next step is to start using the machine to make sophisticated molecules with more building blocks. The potential is for it to be able to make molecules that have never been seen before. They're not made in nature and can't be made synthetically because of the processes currently used. This is a very exciting possibility for the future."

    According to a Google+ post made by?Dan Morrill, who worked on the Android developer relations team when the mobile operating system was being prepared for launch, he drew the silly looking characters in order to add some "eye candy" to presentation slides in 2007.

    While Morrill's creations did see "a brief flurry of minor popularity" among his team, they didn't manage to make a lasting impression. It was designer Irina Blok's work which became the Android mascot we recognize nowadays. (That one?is dubbed "Bugdroid," according to Morrill.)?Nonetheless, the Dandroids remain the "first proposed mascots for Android," as far as anyone can tell right now.

    And as if Morrill's illustrations aren't already enough of a peek into an alternate universe, it turns out that we could've been referring to Android by the names of famous robots instead of desserts.?The internal developer launch of Android, Morrill explains, "was called 'R2-D2' which stood for 'Release to Developers 2,' as it was the second such internal event."

    "This was, of course, before we abandoned robots as the naming scheme," he adds, "since they are mostly all trademarked."

    Around New Year's Day, much attention is paid to breaking bad habits. "Stop smoking," "stop frivolous spending," "stop overeating" -- these not-to-do's are perennially at the top of Americans' New Year's resolution lists.

    But creating new habits is at least equally as critical to creating a happy, successful life, especially since many new, healthy habits can help replace the instinctive impulse behavior of the bad habits we want to break.

    Just as intentionally eating vegetables and preparing delicious healthy meals can help forever vanquish the habit of unconsciously reaching for chips or cupcakes, I believe intentionally building new financial habits can put the kibosh on your overspending, overdebting and other dysfunctional money management habits.

    As if on cue, to power our New Year's money goals, comes Peter Sander's new book, "The 25 Habits of Highly Successful Investors: How to Invest For Profit in Today's Changing Markets."

    Sander approaches investing like other skill-based activities, and argues that just as we can improve our skills at golfing or cooking, we can create investing behaviors that are smart, repeatable and ultimately help us achieve consistent, reliable, good performance without the drama and time drain many self-directed investors experience.

    Sander advises that understanding good investing habits is critical for any investor who wants to take charge of and responsibility for his or her own investments; if you work with an investment adviser or money manager, Sander advises, "the [habits] can also help you ask the right questions of a professional adviser and analyze the performance of a fund manager."

    Sander's 25 habits can be best understood as falling within three cycles of investor activities:

    1. "Developing your investing style." Sander explains, "Your style is a foundation, applied over and over and based on your needs, risk tolerance and time, and added to by experience." Your investing style dictates the information you'll look to and analytical tools you'll use throughout your lifetime as an investor. Sanders buckets six habits into the style category, including knowing yourself, holding realistic and prudent expectations, being patient, and being willing to use investing math and market information wisely.

    2. "Buying a security." "Here," Sanders elaborates, "you learn repeatable approaches for buying a stock like you're buying the whole business, basing the decision on fundamentals, intangibles and price." Sanders' 12 "buy habits" start with understanding the marketing, management and other fundamentals of each company whose stock you buy (beyond just the lagging financial indicators) and center around buying stock as though you are buying the entire business -- because in some respects, you are.

    3. "Owning a security." Just as a small-business owner would be charged with all sorts of tasks to care for a business after he buys it, Sanders says investors should also form good habits around what to do with their share of a business during the time they own it. Wise stewardship of the securities you own encompasses habits ranging from knowing when to buy and sell, remaining emotionally detached, keeping up to speed on the news and developments that impact your security, and accounting to yourself for the performance of your security over time, according to Sanders.

    "The 25 Habits of Highly Successful Investors" is written to be synergistic with the annual "100 Best Stocks to Buy" book Sanders also publishes, though each title can certainly be put to good use without the other. "25 Habits" reflects an unusual find, a book that even experienced investors can use to level their portfolios and their personal financial skills up, and that novices can also read and work through without it causing clinically significant boredom or going entirely over their heads.

    Senators ask if coal exports skirt royalties

    (AP) ? Lawmakers asked the U.S. Department of Interior on Friday to review whether companies are shortchanging federal and state governments out of millions of dollars in royalties on coal exported to foreign markets.

    The request from Oregon Sen. Ron Wyden and Alaska Sen. Lisa Murkowski comes as U.S. coal exports hit record levels last year ? an estimated 124 million tons, according to projections from the Department of Energy.

    That includes increasing quantities of steam coal used in power plants, which is being shipped to Asia from the Powder River Basin of Montana and Wyoming by companies including Arch Coal Inc., Peabody Energy Corp. and Cloud Peak Energy Inc.

    The senators want to know if companies violated federal leasing law by paying royalties based on the coal's mine price, then selling it overseas at a higher price through affiliated brokers.

    Interior officials said Friday they are looking into the issue. Montana Gov. Brian Schweitzer said he has seen no evidence that companies are dodging what they owe.

    "If somebody's pulling some shenanigans, we want to get to the bottom of it, but I don't think they are," the Democratic governor said Friday in an interview with The Associated Press. "I haven't seen any evidence that they are shortchanging us at all."

    Wyden is the incoming Democratic chairman of the Senate Energy and Natural Resources Committee, and Murkowski is the panel's ranking Republican. They said the rise in export volumes makes it crucial that proper royalties are collected on coal mined from federal land.

    "Taxpayers must be confident that (the Interior Department has) stringent royalty collection and auditing controls in place as coal markets become increasingly oriented toward international buyers," they wrote in a letter to Interior Secretary Ken Salazar. "If the department's regulations are inadequate to ensure that full royalty value is returned, those regulations must be reformed."

    The senators asked Salazar to respond by Feb. 4.

    Representatives of Peabody and Cloud Peak said the companies were fully compliant with federal royalty rules. A spokeswoman for Arch declined comment.

    The concerns over royalties on coal exports were first reported by Reuters.

    Powder River Basin coal is sold domestically for roughly $10 a ton. That compares with prices in countries such as Japan that can top $100 per ton.

    Some mining companies, particularly in the West, sell their coal at the mine price to brokers or marketing agents that are affiliated with the company making the sale, said National Mining Association spokeswoman Carol Raulston. The broker then sells the coal to overseas customers at a higher price that factors in other costs, such as transporting the fuel across the country by train, loading it onto ships and delivering it to locations like Taiwan and South Korea.

    Raulston and other industry representatives said that still can amount to an arm's-length transaction, with royalties paid on the mine price, as long as the original sales price to the broker was not discounted.

    A spokesman for Wyoming Gov. Matt Mead, a Republican, said state officials there also had seen no evidence that companies had failed to pay their proper royalties.

    Nevertheless, officials from Wyoming, Montana and the federal government are auditing coal sales made over the last several years to make sure companies complied with royalty rules. Those audits could take a year or longer to complete, according to Interior Department officials.

    "We will pursue this and make sure they are paying the proper royalties," said Patrick Etchart, a spokesman for Interior's Office of Natural Resources Revenue.

    More than 460 million tons of coal was mined from federal lands last year, primarily in the Powder River Basin and in other western states. The federal government collected $875 million in royalties in 2012 on coal sales of more than $8.1 billion. About half of federal royalties are returned to states.

    Exports from western states totaled almost 22 million tons in 2011, the most recent figure available. That compares with a little more than 6 million tons exported from western states in 2009.

    The Interior Department is working on changes to federal coal royalty regulations that Etchart said will help ensure taxpayers get a fair return on federally owned coal.

    As part of that rule-making process, Wyoming's state auditor submitted comments in 2011 saying the definition of arm's-length transactions should be changed to establish that coal company affiliates are not treated as separate entities as far as royalties are concerned.

    CRIMSON REAL ESTATE FUND AND USAA ... - RealEstateRama
