Philadelphia issues regs on mandatory paid sick leave ? Business ...

Philadelphia employers that do business with the city had to begin providing paid sick leave to their employees on July 1, when new provisions of the city?s ?21st Century Minimum Wage Standard? went into effect.

Now the city has issued regulations for implementing the mandatory paid leave benefit.

The regulations apply to employers in six categories:

1. The city of Philadelphia and its agencies
2. For-profit service contractors and subcontractors with city contracts exceeding $10,000 in a 12-month period
3. Nonprofit service contractors and subcontractors with city contracts exceeding $100,000 in a 12-month period
4. Public agencies with city contracts exceeding $10,000 in a 12-month period
5. Recipients of city leases and concessions that employ more than 25 employees
6. Recipients of city financial aid, such as grants, loans, loan guarantees, tax incentives, in-kind services, waivers of city fees and real property exceeding $100,000 in any 12-month period.

The amount of sick leave depends on the number of employees.

Employers with five or fewer employees are exempt.

At organizations employing more than five but fewer than 11, employees can receive a maximum of 32 hours of paid sick time in a calendar year.

At employers of 12 or more, employees accrue one hour of paid sick time for every 40 hours worked, up to 56 hours in a calendar year.

Covered employees begin accruing sick time when they start work and can use accrued leave after 90 days on the job. Paid leave can be used in hourly increments for illness, injury or preventive care, as well as to care for a family member.

Note: If you are a Philadelphia employer, determine your status under the new regulations and then review your policies to ensure they comply with the regulation.

Employers that must comply with both the city?s sick leave policy and the federal FMLA may have to make adjustments to leave-tracking software and hourly record-keeping systems.

Consult your attorney to ensure any changes you make comply with the law.

The pair welcomed 100 guests, including close friends Jimmy Fallon, Andy Samberg, Timbaland and Biel?s 7th Heaven costar Beverley Mitchell, to the Borgo Egnazia resort in southern Italy for a week-long wedding celebration. ?It was a lot to ask of them to travel, so we figured we?d give our guests a good party!? says Timberlake.

Capital Business ? Githae mulls taxing mineral explorers

NAIROBI, Kenya, Oct 23 ? The government is mulling imposing Capital Gains Tax (CGT) on oil companies, mineral firms and prospecting companies to curb speculation on discoveries made on Kenya?s natural resources.

Finance Minister Njeru Githae said the new provisions are in the Finance Bill to ensure the government is able to benefit from the resource finds by foreign firms.

?A company pays Sh3,000 for a prospecting license, the moment it strikes something it sells it shares to other investors, but the government does not benefit anything. They discover and don?t even tell us,? he said.

He added that the government is awaiting a study that will be complete by the end of this financial year to guide it on how to impose CGT.

?We are doing a proper study looking at other countries that impose Capital Gains Tax. We have until June next year to make that decision,? Githae said.

CGT that was suspended 25 years ago could boost tax revenue collection domestically, especially as Kenya develops its nascent oil sector.

Kenya?s regional counterparts such as Uganda received 15 percent of its tax revenue from CGT last year.

Some countries impose CGT on second acquisition on investment exempting the first purchase, while others impose the tax depending on the number of years an investment such as property has been in the possession of an owner; sale of it before five years for instance would incur the tax.

Githae said those are some options the government is reviewing in the study.

The state has been urged consider CGT to boost tax revenue. On Monday Githae revealed that the Kenya Revenue Authority had a target to collect Sh1 trillion in the coming financial year.

KRA collected Sh707.4 billion for 2011/12 financial year just Sh10 billion shy of its revenue target for the year.

The country faces upward wage reviews and devolution in the coming year that will demand a significant amount of revenue to maintain.

Yesterday afternoon the Google Wallet Twitter account announced support for the wallet app on MetroPCS and specifically the Galaxy S III. We aren?t MetroPCS specialists, but we assume this is probably the best-selling device they have with Android and maybe one of the few that has a NFC chip. This is great news for MetroPCS subscribers, especially S III owners. We are a bit confused though at how this will all play out in the long run though. If MetroPCS just signed on board as a partner for Google Wallet, what does that mean for T-mobile? We ask this question because T-Mobile is buying MetroPCS and we all know that T-Mobile just launched trials for Isis Mobile Wallet the other day. The actual buy out and merger and whatever, won?t be happening for quite some time, we know this. In the long-term though, what will happen with Google Wallet when that deal goes through and MetroPCS customers become T-Mobile customers. Will they be forced off Google Wallet and merged to Isis Mobile Wallet, or will T-Mobile take a different approach and potentially support both? We are personally hoping the latter of the two outcomes is the chosen one, or else there are going to be quite a few?dissatisfied?MetroPCS customers on T-Mobile?s hands.

A link has been discovered between Alzheimer's disease and the activity level of a protein called eIF2alpha. This has been reported in a new study conducted at the University of Haifa's Sagol Department of Neurobiology, recently published in the journal Neurobiology of Aging. According to Prof. Kobi Rosenblum, head of the Department, altering the performance of this protein via drug therapy could constitute a treatment for Alzheimer's, which is incurable.

Alzheimer's research in recent years has primarily focused on battling the disease once symptoms have appeared, even though it's known that the disease nests in the brain many years before any symptoms are revealed. In advanced stages of the disease, Prof. Rosenblum explains, small lumps (called plaques) are identified forming in the brain from a protein called amyloid. These plaques, he says, are typical of Alzheimer's sufferers and undermine brain functioning. Much research has been directed at understanding these plaques and trying to eliminate them or restrict their formation and growth.

The new study, conducted by research student Yifat Segev in the Laboratory for Research of Molecular and Cellular Mechanisms Underlying Learning and Memory, which is headed by Prof. Rosenblum, in cooperation with Prof. Danny Michaelson of Tel Aviv University, sought to identify factors that could be linked to Alzheimer's even before the irreversible amyloid plaques are formed, and that are connected to the disease's primary risk factor ? age.

A previous study co-authored by Canadian researchers and Prof. Rosenblum's lab at the University of Haifa, revealed that cognitive abilities could be improved by altering the activity of the eIF2alpha protein, which regulates the creation of proteins in all cells, including nerve cells. That research gave Alzheimer's researchers a glimmer of hope: Perhaps it would be possible to improve cognitive abilities or even prevent cognitive damage in Alzheimer's patients at an early stage of the disease by intervening in the mechanisms that regulate protein generation in nerve cells.

The current study compared mice that expressed the human Apoe4 gene - a gene known as a central risk factor for Alzheimer's - with a group of mice with the parallel Apoe3 gene, which does not constitute a risk factor for the disease. Mice in the former group showed a change in the regulating mechanism for protein generation involving the eIF2alpha protein that damaged the cognitive abilities of those mice at a young age. This sort of mechanism change is characteristic of aging, and so also hinted at the tendency of these mice toward premature aging.

According to Segev, this is the first time that a link has been found between the activity of eIF2alpha and the Apoe4 gene in relation to Alzheimer's disease. She noted that modification treatments for the eIF2alpha mechanism are being widely researched and are developing quickly, and so the more we can understand about the connection between this mechanism and Alzheimer's, the more we can find ways to identify and slow the progress of the disease.

(Reuters) ? Wealthy U.S. investors plan to donate more to charity in the next three to five years or continue giving at current levels, and about half contributed to political campaigns last year, according to survey results released on Wednesday.

The findings appear to indicate that wealthy investors are optimistic about the stock market and their financial well-being, said Una Osili, director of research for the Center on Philanthropy at Indiana University, which conducts the biennial study.

?We have more than 50 years of data to show that charitable giving is affected when the stock market is uncertain,? she said.

In periods of recession, such as 2001-2002 and 2008-2009, the number of gifts per quarter is less than half that in more prosperous periods, according to a 2011 study by Indiana University.

Twenty-four percent of the 700 high-net-worth investors surveyed said they planned to give more to charities in the next three to five years, while 52 percent said they would give as much as they do now, according to the study sponsored by Bank of America Corp. Nine percent said they planned to give less in that time.

Wealthy investors are making donations to political campaigns as well as charities.

Fifty-two percent of respondents said they had given to political causes in 2011 for purpose of electing or defeating a candidate. That is much higher than the average 10 percent to 12 percent of mainstream investors who do so, Osili said.

The high percentage of wealthy investors who said they were had contributed to political campaigns ?is really significant given that 2011 was not an election year,? said Claire Costello, philanthropic practice executive for U.S. Trust, Bank of America Private Wealth Management.

This was the first time that Bank of America asked the question, so could not provide historical context.

The political donations by wealthy investors are unlikely to interfere with their charitable giving, said Ken Nopar, a consultant to financial advisers.

?It?s usually above and beyond what they give to charity,? he said.

The nationwide survey was conducted by mail from April to August. It is based on responses from 700 U.S. households with a net worth of more than $1 million, excluding the value of their home, and/or annual income of more than $200,000.

Sixty percent of the wealthy investors surveyed said education was the among the top social issues that mattered to them, while 45 percent said health care, 38 percent said the economy and 34 percent said poverty.

Regardless, 36 percent of wealthy donors directed their largest gifts in 2011 to religion, while 25 percent donated to educational institutions and 8 percent to healthcare organizations.

Mississippi river diversion helped build Louisiana wetlands, geologists find

ScienceDaily (Oct. 21, 2012) ? The extensive system of levees along the Mississippi River has done much to prevent devastating floods in riverside communities. But the levees have also contributed to the loss of Louisiana's wetlands. By holding in floodwaters, they prevent sediment from flowing into the watershed and rebuilding marshes, which are compacting under their own weight and losing ground to sea-level rise.

Reporting in Nature Geoscience, a team of University of Pennsylvania geologists and others used the Mississippi River flood of the spring of 2011 to observe how floodwaters deposited sediment in the Mississippi Delta. Their findings offer insight into how new diversions in the Mississippi River's levees may help restore Louisiana's wetlands.

While scientists and engineers have previously proposed ways of altering the levee system to restore some of the natural wetland-building ability of the Mississippi, this is among the only large-scale experiments to demonstrate how these modifications might function.

The study was headed by Douglas Jerolmack, an assistant professor in the Department of Earth and Environmental Science at Penn, and Federico Falcini, who at the time was a postdoctoral researcher in Jerolmack's lab and is now at the Consiglio Nazionale delle Ricerche in Rome. Benjamin Horton, an associate professor in the Earth and Environmental Science Department; Nicole Khan, a doctoral student in Horton's lab; and Alessandro Salusti, a visiting undergraduate researcher also contributed to the work. The Penn researchers worked with Rosalia Santoleri, Simone Colella and Gianluca Volpe of the Consiglio Nazionale delle Ricerche; Leonardo Macelloni, Carol B. Lutken and Marco D'Emidio of the University of Mississippi; Karen L. McKee of the U.S. Geological Survey; and Chunyan Li of Louisiana State University.

The 2011 floods broke records across several states, damaged homes and crops and took several lives. The destruction was reduced, however, because the Army Corps of Engineers opened the Morganza Spillway, a river-control structure, for the first time since 1973 to divert water off of the Mississippi into the Atchafalaya River Basin. This action involved the deliberate flooding of more than 12,000 square kilometers and alleviated pressures on downstream levees and spared Baton Rouge and New Orleans from the worst of the flood.

For the Penn researchers, the opening of the Morganza Spillway provided a rare look into how floods along the Mississippi may have occurred before engineered structures were put in place to control the river's flow.

"While this was catastrophic to the people living in the Atchafalaya Basin, it was also simulating -- accidentally -- the sort of natural flood that used to happen all the time," Jerolmack said. "We were interested in how this sort of natural flooding scenario would differ from the controlled floods contained within levees that we normally see in the Delta."

To capitalize on this opportunity, the team began examining satellite images showing the plume of sediment-laden water emerging from the mouths of the Atchafalaya and Mississippi rivers. They calculated the amount of sediment in the plumes for the duration of the flood based on the ocean color in the satellite images and calibrated these data to field samples taken from a boat in the Gulf of Mexico. Their boat sampling also allowed them to gather data on the speed of the plume and the extent to which river water mixed with ocean water.

From the satellite images, researchers observed that the Mississippi River unleashed a jet of water into the ocean. In contrast, the waters diverted into the Atchafalaya Basin spread out over 100 kilometers of coastline, the sediment lingering in a wide swampy area.

"You have this intentionally flooded Atchafalaya Basin and when those flood waters hit the coast they were trapped there for a month, where tides and waves could bring them back on shore," Jerolmack said. "Whereas in the Mississippi channel, where all the waters were totally leveed, you could see from satellite images this sort of fire hose of water that pushed the sediment from the river far off shore."

The researchers used a helicopter to travel to 45 sites across the two basins, where they sampled sediment cores. They observed that sediment deposited to a greater extent in the Atchafalaya Basin than in any area of the Mississippi Basin wetlands, even though the Mississippi River plume contained more total sediment.

The recently deposited sediments lacked plant roots and were different in color and consistency from the older sediments. Laboratory analyses of diatoms, or photosynthetic algae, also revealed another signature of newly deposited sediments: They contained a higher proportion of round diatoms to rod-shaped diatoms than did deeper layers of sediment.

"This diatom ratio can now serve as an indicator for freshwater floods," Horton said. "With longer sediment cores and analyses of the diatoms, we may be able to work out how many floods have occurred, how much sediment they deposited and what their recurrence intervals were."

Taken together, the researchers' findings offer a large-scale demonstration of how flooding over the Atchafalaya's wide basin built up sediment in wetland areas, compared to the more-focused plume of water from the Mississippi River. Jerolmack says this "natural experiment" provides a convincing and reliable way of gathering data and information about how changes in the Mississippi's levees and control structures could help restore marsh in other areas of the Delta.

"One of the things that we found here is that the Atchafalaya, which is this wide, slow plume, actually produced a lot of sedimentation over a broad area," Jerolmack said. "We think that what the Atchafalaya is showing us on a field scale is that this is the sort of diversion that you would need in order to create effective sedimentation and marsh building."
